Quinn has more than 20 years of experience in applied research and advanced technology development, including 10 years working as a Program Manager in DARPA’s Tactical Technology Office where he focused on complex autonomous systems in the space domain.
Quinn also spent 4 years at the Naval Research Laboratory (NRL) leading a multi-disciplinary team of scientists and engineers in the pursuit of basic and applied research in vacuum electronic (VE) and solid-state technologies.
He has extensive knowledge of U.S. Government non-dilutive funding mechanisms, contract negotiations, and post-award contract management and deliverables.
Quinn has published both classified and unclassified peer-reviewed articles in academic scientific journals and book chapters within his field.
Dr. Rubenstein has 25+ years of experience in biomedical research, drug/drug target discovery, advancing disruptive biotechnologies, platform development and integration, advanced development, and regulatory affairs spanning the biotech industry, academic institutions, and government agencies.
David’s technical proficiencies include multi-omics discovery approaches, BSL3/4 laboratory experimentation, data management and interpretation, in silico chemistry, population genetics, and integrating and optimizing AI/ML tools for drug:target interaction. He is a subject matter expert across neuropathology (e.g., chemical dependencies), infectious diseases, and tissue regeneration and wound healing.
David is a seasoned advisor and published expert on all aspects of product development and R&D of medical countermeasures. He regularly helps life sciences companies identify opportunities for government funding for the development of medical countermeasures, prepare white papers/abstracts/proposals to request funding, negotiate awards, and successfully manage the resulting contracts or grants.
David has also provided advisory services directly to the highest levels of government agencies within the Pentagon R&D enterprise, including the JPEO, DTRA JSTO, DTRA CTR, and DARPA, as well as public health agencies (e.g., NIH, BARDA, ARPA-H).
John has 10+ years of experience helping organizations identify opportunities from the U.S. Government for non-dilutive R&D funding, navigate the federal procurement process, win the awards, and successfully manage the resulting programs.
John has substantial experience with R&D programs funded by Consortium OTAs, DOD, and HHS ― including ASPR, BARDA, NIH, and ARPA-H.
He also brings supply chain experience working with the U.S. Government on multiple industrial base expansion initiatives to establish domestic manufacturing capabilities for pharmaceuticals and personal protective equipment as a matter of national security.
John is well versed in preparing successful white papers, market research abstracts, solution summaries, and full proposals as well as navigating the accounting, compliance, project management, and administration requirements associated with government contracts and Other Transaction Authority (OTA).
